Harrington & Associates is a private consulting firm specializing in employment discrimination and sexual harassment, with particular emphasis on police organizations. As Director of Research and Training, I am available to review policies and procedures with respect to sexual harassment and other forms of employment discrimination. I can also conduct confidential, state-of-the-art employee surveys, design and evaluate training programs, and serve as an expert witness to testify to the common dynamics of sexual harassment and retaliation, their impact on victims, and the appropriate organizational response.

Against Women
(EVAW) provides effective, victim centered, multi-disciplinary training
and expert consultation regarding crimes of sexual assault and domestic
violence. As the Director
of Research, I am available to develop grant proposals, conduct original
research, review and compile existing research, and develop presentations
for multidisciplinary audiences of researchers and practitioners in law
enforcement, victim advocacy, health care, prosecution, and related disciplines.
National Center for Women & Policing April 1999 – May 2003
I served as Research Director
for the National Center for Women & Policing, a division of the Feminist
Majority Foundation. Responsibilities
included reviewing existing literature in the area of law enforcement and
criminal justice policy, writing and submitting grant proposals,
conducting original research, and developing and disseminating policy
recommendations.
Adjunct Professor, California Polytechnic State University September 1998 – present
I teach courses in psychology including: Introductory Psychology, Applied Social Psychology Personality Psychology, and Quantitative Research Methods. I also regularly supervise undergraduate research interns and students completing their senior project.
Post-Doctoral Research Fellow, American Bar Foundation August 1996 – July 1998
I conducted, published, and disseminated interdisciplinary research on the topics of sexual assault, sexual harassment, gender issues in law enforcement, and the federal court system.

Lead author of a national training manual on the law enforcement investigation
of acquaintance sexual assault cases, funded with a grant by the Violence
Against Women Office, U.S. Department of Justice.
Contributing author to a self-assessment guide for law enforcement agencies on recruiting and retaining women in law enforcement, funded with a grant by the Bureau of Justice Administration, U.S. Department of Justice.
Co-author of a textbook chapter on the current barriers and future promise for women in law enforcement, with Chief Penny Harrington.
Author or co-author of over 35 published articles in academic journals, professional magazines, and technical reports on the topics of sexual assault, sexual harassment, and issues of gender and law enforcement.

Consulting, reviewing case documents, telephone consultation: $150 per hour
Testifying as an expert witness: $250 per hour
Deposition testimony: $250 per hour
Travel time (while in transit to or from the work site): $50 per hour, with a maximum of $500 per day
Other non-activity time (e.g., awaiting deposition $50 per hour, with a maximum of $500 per day
or court testimony):
Expenses: actual cost of airfare, hotel, meals, taxi, parking, etc.
A non-refundable retainer fee of $1,000 is required upon acceptance of the case. This is applied as a credit toward payment of the first bill, with additional hours billed at the rates specified.

Cases will be reviewed on an
individual basis. After an
initial review of the case material, I will provide my preliminary opinions
to the retaining attorney. The
decision is then in the hands of the retaining attorney regarding whether
to proceed with the process of case review, consultation, and ultimately
expert testimony. This decision
will be made as a result of candid discussion regarding the issues of the
case and my opinions based on the materials reviewed at that point.
