Federal Presidential directives:
President Clinton asks federal law enforcement agencies to keep data on ethnicity, gender and race (6-9-99). (Justice Department memo in response also viewable at link).

President Bush directs the Attorney General to review the use by federal law enforcement authorities of race as a factor in conducting stops, searches, and other investigative procedures. (2-27-2001). (Remarks by Attorney General in response also viewable at link).
