JOHN COLLINS, JD


About the instructor: Attorney Jack Collins has served for more than 25 years as the General Counsel for the Massachusetts Chiefs of Police Association. He was an Assistant District Attorney and worked for various divisions of the Governors Committee on Law Enforcement (LEAA Program) in the 1970s. He has also provided a great deal of legal assistance to the Massachusetts Fire Chiefs Association over the years. In addition, he and his firm of Collins & Weinberg, Shrewsbury, Massachusetts, specialize in municipal law and labor relations. In that capacity they have represented dozens of communities throughout the state as Town Counsel or as Special Labor Counsel.

Attorney Collins is a prolific writer. Over the years he has published hundreds of articles on municipal law and labor relations. In addition, he and his staff have produced a number of training manuals for police and fire operations and administration. Among those of interest to municipal chiefs and managers would be manuals on Injured on Duty Claims , Firearms Laws & Licensing, Internal Affairs, Rules and Regulations, Discipline, Environmental Crimes, Civil Liability, Racial Profiling, Conflicts of Interest, Maternity Leave, the Fair Labor Standards Act, the Americans with Disabilities Act as well as  manuals on policies & Procedures, Criminal Investigation Procedures, Constitutional Law and Massachusetts Crimes. Jack enjoys teaching and is a frequent lecturer at police, fire and even MMA seminars. He has also taught at the Southern Police Institute and the New England Institute for Law Enforcement (Babson).
