In 1995, I retired from the Las Vegas, Nevada, Metropolitan Police Department as Deputy Chief, Chief of Detectives, after 34 year police career. Taught university and college Criminal Justice courses as an adjunct facility member for 23 years. Since 1995, owner and president of Sullivan & Associates International. SAI provides litigation consulting and expert witness testimony in Law Enforcement and Private Security cases.

Prior to retirement from the Las Vegas Metro. Police Department I supervised the investigations of approximately one-hundred officer-involved deadly force incidents. These investigations were supervised in my capacity of Deputy Chief, chief of detectives, and before that, Commander of the Internal Affairs Bureau.
For the twelve years prior to retirement, I chaired the LVMPD's Shooting Review Board and the Use of Force Review Board.
Provide daylong seminars to federal, state, county and local law enforcement officers on Use of Force Liability Issues, Investigating Officer Involved Use of Force Incidents, and Administrative Review of Use of Force Incidents. Approximately 4,000 officers have attended these seminars.
Past chairperson and 14 year board member of Nevada Peace Officers Standards and Training. Past chairperson and 12 year board member of the Rocky Mountain Intelligence Network, (RMIN).
For over 25 years taught law enforcement officers; Defensive Tactics, Weaponless Defense, Street Survival Tactics, SWAT Tactics, Homicide Investigation, Criminal Investigations, Supervisory Techniques, Executive Development, Unusual Occurrences, Interviews and Interrogations and Patrol Tactics.
Guest lecture at the International Gaming Conference 2000 on, Personnel Practices of; hiring, training, supervision and retention of security personnel.
